Legacy Founder (1951-2025)
Virginia Viles Services, LLC was founded on a legacy that began in 1991, when Virginia Viles relocated from Houston, where she gained extensive experience working within the Houston Housing Authority to North Texas. Recognizing a growing need for hands-on, reliable support for Public Housing Authorities that were not receiving the assistance they needed. In 1992, Virginia founded Housing and Computer Resources and Development (HCRD).
What began as HCRD has since evolved into Housing Management Solutions (HMS), now operating as a division of Virginia Viles Services, LLC, continuing the same mission of practical, dependable support for PHAs.
Over the decades, Virginia dedicated her career to supporting Public Housing Authorities across the country, building a reputation rooted in knowledge, integrity, and an unwavering commitment to compliance and operational excellence.
Virginia passed away in March 2025, but her legacy lives on through the continued leadership of her daughter, Lisa Viles, who has assumed ownership of the business. Under Lisa’s direction, Virginia Viles Services, LLC continues to grow and evolve while maintaining the same level of support, reliability, and personalized service that PHAs have relied on for more than 40 years.

That legacy continues today through Housing Management Solutions (HMS), a division of Virginia Viles Services, LLC. Under the leadership of Lisa Viles, Virginia’s daughter, the organization carries forward both the mission and standards established by her mother while guiding the work into its next chapter.
Housing Management Solutions is a specialized division created to provide focused compliance, policy, and operational support for Public Housing Authorities. Built on decades of experience and focused on today’s needs, HMS remains committed to staying current with evolving regulations, tools, and industry best practices helping PHAs navigate change with confidence and clarity.
HMS exists to support the housing industry not only as it is today, but as it continues to evolve into the future.
In addition to HMS, Lisa Viles founded the Alternate Routes Foundation (ARF), a nonprofit initiative focused on strengthening tenant and PHA support systems. ARF is designed to assist able-bodied individuals transitioning from assisted housing to independent living through workforce-based solutions, including educational tools, training programs, job placement support, wellness and group support initiatives and financial literacy courses.
By bridging long-standing gaps in community support, ARF enables PHAs to take a proactive role in serving their residents without adding administrative burden or operational strain. This approach allows housing authorities to support long-term stability and independence while remaining focused on their core responsibilities.
